Historical Background
OJSC “Barqi Tojik” stands at the very origin of the formation of the country’s power engineering sector; its official date of establishment is December 22, 1936. Over various years during the Soviet era and the period of State Independence of the Republic of Tajikistan, it held different names and titles. The initial and primary source of OJSC “Barqi Tojik” was the management office for the construction of the Varzob HPP, organized in 1931, upon the foundation of which this power utility emerged. In 1951, the Stalinabad Energy Combine was established, headed first by I.D. Gridnev and subsequently by Vasily Iustinovich Lyulchak. In 1957, “Tajikglavenergo” was formed on the basis of this energy combine, subordinate to the Council of Ministers of the Tajik SSR, with V.I. Lyulchak appointed as its head. Notably, during the USSR period, Tajikistan did not have its own Ministry of Energy, and its power system was subordinate to the Ministry of Energy and Electrification of the USSR.
Vasily Iustinovich Lyulchak served as the head of the country’s power system until 1983. Following V.I. Lyulchak’s retirement in 1983, Bahrom Sirojev was appointed head of the energy company of Tajikistan.
At the beginning of the independence years, on July 4, 1992, “Tajikglavenergo” was transformed into the “Barqi Tojik” State Holding Company, and Bahrom Sirojev was elected its chairman. On October 25, 2000, by Decree of the President of the Republic of Tajikistan, the Ministry of Energy of the Republic of Tajikistan was established, and the former director of the Nurek Hydroelectric Power Plant, Abdullo Yorov, was appointed Minister of Energy of the Republic of Tajikistan.
On January 25, 2001, in accordance with the Resolution of the Government of the Republic of Tajikistan, B. Sirojev was relieved of his post as Chairman of the “Barqi Tojik” State Holding Company due to retirement, and Jurabek Nurmahmadov was appointed chairman in his place.

In accordance with the Law of the Republic of Tajikistan “On the Adoption of the First Part of the Civil Code of Tajikistan” and the Resolution of the Government of the Republic of Tajikistan dated November 3, 2001, No. 492, the documents of the “Barqi Tojik” State Holding Company were re-registered, and it was renamed the “Barqi Tojik” Open Stock Holding Company. Thus, in different years, Abdukarim Nabievich Niyozov, Sharifkhon Hamidovich Samiev (Sami Sharif Hamid), San’at Rahimov (Rahim San’at Aso), Abdullo Yorov, Asliddin Gulmurod Nazarzoda, Rustam Mirzo Rahmatzoda, and Mirzo Ibrohim Ismoilzoda served as chairmen of the “Barqi Tojik” Open Stock Holding Company. Since January 22, 2022, Mahmadumar Shamsullo Asozoda has been serving as the General Director of OJSC “Barqi Tojik”.
A new step was taken in 2019 within the framework of the country’s energy sector reforms, bringing radical changes to the structure of the national power system. By Resolution of the Government of the Republic of Tajikistan dated June 22, 2019, No. 330, the “Barqi Tojik” Open Stock Holding Company was unbundled into three independent structures. Based on this resolution, along with “Barqi Tojik”, two other independent enterprises were established to manage the country’s power system: OJSC “Transmitting Electric Networks” and OJSC “Distributing Electric Networks”. Later, by resolution of the Government of the Republic of Tajikistan, the “Barqi Tojik” Open Stock Holding Company was reorganized into the Open Joint Stock Company “Barqi Tojik”.
In accordance with the Resolution of the Government of the Republic of Tajikistan dated January 18, 2023, No. 18, the name of “Barqi Tojik” Open Stock Holding Company was officially changed to Open Joint Stock Company “Barqi Tojik”, and its Charter was approved. The structure of the Joint Stock Company now includes the following branches:
- “Nurek Hydroelectric Power Plant” branch of the Open Joint Stock Company “Barqi Tojik”, located in Nurek;
- “Baipaza HPP” branch (indicated in the source text as “Boighozi”) of the Open Joint Stock Company “Barqi Tojik”, located in Nurek;
