GENERAL PROCUREMENT NOTICE

Open Stock Holding Company Barqi Tojik (BT) intends using the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] for rehabilitation of low and medium voltage distribution networks in the Sugd region, construction of 2 new 110/10kV Substations, installation of electricity meters with ancillary equipment to allow demand side management, reduce distribution network losses and increase energy efficiency. The Project is to be cofinanced by European Investment Bank (EIB) complemented by a grant from EU /Investment Fund for Central Asia (IFCA).

The Project targets the key area of energy efficiency by reducing distribution network losses and increasing collections.


The proposed project, which has a total estimated cost of about EUR 25 Million equivalent require the procurement of the following tentative goods, works and services:

(a) Goods and related services for supply of grid and retail meters and auxiliary equipment (ongoing);

(b) Works for installation of grid and retail meters and auxiliary equipment (ongoing);

(c) Supply and installation of a meter reading system (ongoing);

(d) Supply and installation of auditable billing system (ongoing);

(e) Construction of new substation 110/10kV “Vahdat” (completed)

(f) Construction of new substation 110/10kV "Temurmalik" (to be tendered)

(g) Extended Project Implementation Unit Consultancy Services (ongoing)

(h) Project Implementation Unit Consultancy Services for Temurmalik Substation (to be tendered)

The tender process for Temurmalik Substation is expected to commence during second quarter of 2017, whilst the tender process for Project Implementation Unit Consultancy Services for Temurmalik Substation is expected to commence during fourth quarter of 2016.

Contracts to be financed with the proceeds of TC Grant and loan from the EBRD will be subject to its Procurement Policies and Rules and will be open to firms from any country. The proceeds of the EBRD's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the purchaser's country.
