The Government of the Republic of Tajikistan has applied for financing from the World Bank toward the cost of the Phase I of Nurek Hydropower Rehabilitation Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

The project development objective is to increase the generating capacity of the Nurek HPP and strengthen dam safety.  The project will cover the first phase (Phase I) of the rehabilitation of the Nurek HPP.  The power plant has an installed capacity of 3,000 MW, which is provided by nine generating units commissioned between 1972 and 1979.  However, due to the age of the units, the capacity currently available for energy generation is only 2,320 MW.

The rehabilitation of the Nurek HPP will be implemented in two phases.  The Phase I of the project will include: (i) the rehabilitation of three generating units, key auxiliary systems and associated balance of plant (BoP), (ii) replacement of six auto-transformers, and (iii) the strengthening of dam safety measures.  The implementation period of Phase I is estimated to be five years. The second phase (Phase II) would comprise the rehabilitation of the remaining six units and the residual components of the balance of plant.

 

The Project will have four components:

·         Power plant rehabilitation;

·         Replacement of six auto-transformers;

·         Dam safety; and

·         Technical assistance and capacity building.

Power Plan Rehabilitation is expected to be carried out under an Engineering, Procurement and Construction (EPC) contract. The initial bid document will cover the entire power plant rehabilitation (all nine generating units, auxiliary systems and entire balance of plant), with the initial EPC contract being awarded for the Phase I scope and the contract extended to include the Phase II scope as soon as the required additional financing for Phase II is arranged.  The award of the Phase II work could be done with an appropriate overlap with the first phase.

 

The dam safety component will include: rehabilitation of the spillway tunnels; refurbishment of the spillway gates/hoisting system; and upgrading of the monitoring instruments and the management system to improve the collection and analysis of the safety monitoring data. Prequalification of contractors will be required for the dam safety component.

 

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016) (Procurement Regulations), and is open to all eligible firms and individuals  as defined in the Procurement Regulations.

 

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business online.
