Request for expressions of interest

for audit of the OSHC “Barqi Tajik” and PRG Energy Loss Reduction

for the fiscal year ending December 31, 2017

Open Stock Holding Company "Barqi Tojik" is state-owned national energy company of the Republic of Tajikistan, located in the capital of Tajikistan, Dushanbe. The main purpose of OSHC "Barqi Tojik" is generation, transmission, distribution and sale of electric and heat power primarily in the local market in Tajikistan. It deals with issues of Republican power stations and networks operation, the generation, transmission, distribution and realization of electric and heat energy in the state.

The objective of these consulting services (“the Services”) is to conduct financial audits for fiscal year ending December 31, 2017 for the OSHC “Barqi Tajik” entity, and Project Realization Group of Energy Loss Reduction.

The OSHC “Barqi Tajik” assigned for selection and recruitment of an audit firm, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Specific experience relevant to the assignment (including in the audit of public utilities);
• Key professional staff qualifications and competence for the assignment;
• Experience of conducting audit in similar World-Bank financed projects;
• Work experience in the former CIS countries including in Tajikistan;
• Should be in the list of World Bank – ECA – List of Eligible Audit Firms.

Consulting company will be selected in accordance with the Least Cost Selection (LCS) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011, revised July 2014) (“Consultant Guidelines”).

The attention of interested Consultants is drawn to paragraphs 1.9 and 1.11 of the World Bank’s Consultant Guidelines, setting forth the World Bank’s policy on conflict of interest and eligibility. Consultants may associate with other consulting firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. All the members of the joint venture shall be jointly and severally liable for the entire assignment.

Consultants may submit their EoI as an individual firm or in association in the form of a subconsultancy. However, the experience of sub-consultant will not be considered while short-listing.
