Open Joint Stock Company “Barqi Tojik” owned by the state, is a vertically integrated power utility operating under the direct control of the Government of the Republic of Tajikistan. The company is responsible for the generation, of heat and electricity in the Republic of Tajikistan as well the export of the electricity to the abroad.

In accordance with the restructuring program of OJSC "Barqi Tojik", adopted by the Government of the Republic of Tajikistan, two new open joint-stock companies were created on the basis of OJSC "Barqi Tojik":

· OJSC "Shabakahoi intikoli bark" (responsible for the transmission of produced and purchased electricity);

· OJSC "Shabakahoi taksimoti bark" (responsible for the distribution of electricity to final recipients in the domestic market and collection of payments for it);

which started their independent activities from the beginning of 2022 as per Government Decree No. 108 (dated March 1, 2022) on modifications to Government Decree No. 234, dated April 28, 2018. It should be noted that currently the boundaries of responsibility have been established between the Company and Open Joint Stock Companies, but the separation of the balance sheet due to the different understanding of the Regulation on the separation of the balance sheet of OJSC “Barqi Tojik”, approved by order of the Minister of Energy and water resources of the Republic of Tajikistan (assets, liabilities, capital) has been completed with the note”.

The OJSC “Barqi Tajik” assigned for selection and recruitment of an audit firm, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

· Specific experience relevant to the assignment (including in the audit of public utilities);

· Key professional staff qualifications and competence for the assignment;

· Experience of conducting audit in similar World-Bank financed projects;

· Work experience in the former CIS countries including in Tajikistan;

· Should be in the list of World Bank – ECA – List of Eligible Audit Firms.

· Audit company should have the License to audit enterprises in Tajikistan issued by the Ministry of Finance of Republic of Tajikistan

Consulting company will be selected in accordance with the Least Cost Selection (LCS) procedures set out in the Bank’s “Procurement Regulations for IPF Borrowers Fourth Edition November 2020 (“Procurement Regulations”), which can be found at the following website: http://pubdocs.worldbank.org/en/178331533065871195/Procurement-Regulations.pdf

The attention of interested Consultants is drawn to paragraphs Section III. Paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations, setting forth the World Bank’s policy on conflict of interest and eligibility. Consultants may associate with other consulting firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. All the members of the joint venture shall be jointly and severally liable for the entire assignment.

Consultants may submit their EoI as an individual firm or in association in the form of a subconsultancy. However, the experience of sub-consultant will not be considered while short-listing.
