REQUEST FOR PROPOSALS
In the frame of the financing of the International Development Association for the Nurek HPP Rehabilitation Project, Phase 1, Open Joint Stock Company "Barqi Tojik" has engaged Project Management Consultant (PMC) to assist implementing agency in preparation and implementation phases of the Project. Considering the overall duration of the Project and the need to have a permanent base for PMC on site to propertly accommodate all the required experts involved in daily supervision of the rehabilitation works as well as supporting PMC staff, it was decided to construct a new 2-story office building on the territory of Nurek HPP.
The Employer for the construction of the new office building isGruner-Stucky SA which serves as a Project Management Consultant for the subjected project while the final owner of the building will be OJSC “Barqi Tojik”, which provides financing for this construction.
The purpose of the request for proposal is to search and select a specialized local civil and installation Contractor to provide services for the design and execution of civil and installation works for the above-mentioned turnkey office building.
1. Details about the construction facility
The construction facility is a new 2-story office building on the territory of the Nurek HPP.
The building will be located on an empty area therefore no signifciant dismantle works are expected.
According to the preliminary design drawings, on the basis of which the Contractor develops the final detailed design, the dimensions of the office building in the plan are 8.3 x 11.6 m.
The total height of the office building including the roof is about 6.5 m.
On each floor, there are workrooms, toilets, and other premises. At the same time, the internal arrangement and dimensions of the premises on each floor may change at the request of the Employer during the development of a detailed design by the Contractor.
The new office building is a spatial structure consisting of a concrete foundation, metal columns, beams and trusses, walls and roof made of sandwich panels, doors, windows, and other structures.
Office building premises also include finishing of floors and ceilings, installation of electrical equipment, plumbing, furniture, and other works.
Preliminary design drawings are presented in Appendix 1 “General drawings” and Appendix 2 “Some detailed drawings”, which are an integral part of this request for proposal.
2. Scope of works
The Contractor's scope of works for the construction of a new 2-story office building includes:
- Development of a detailed design (drawings), subject to approval by the Employer;
- Carrying out civil and installation works on a new 2-story office building, as well as purchasing, supplying and installing various equipment and inventory, the scope of which is contained in Appendix 3 “BoQ”, which is an integral part of this request for proposal.
Based on the above scope of works, the potential Contractor must submit a technical and commercial proposal for the construction of a new 2-story office building, including the cost and implementation time.
3. Requirements for the development of a detailed design (drawings)
The requirements for developing a detailed design (drawings) for the construction of a new 2-story office building are indicated in the table below.

4. |
The procedure of acceptance of works |
4.1 The Contractor, after completing the development of the detailed design (drawings), sends to the Employer: - 2 hard copies of design documents; - 2 copies on electronic media in *.pdf format.
4.2 Within 14 working days, the Employer reviews the completed detailed design submitted by the Contractor and approves if there are no comments. If there are any comments, the Employer asks the Contractor to consider them and make appropriate corrections to the detailed design. |
4. Requirements for civil and installation works
The Contractor carries out civil and installation works on a new 2-story office building on the basis of the detailed design (drawings) developed by him and approved by the Employer, as well as in accordance with the construction norms and standards of the Republic of Tajikistan

6. Validity of proposal
The proposal should be valid for a period of seventy (70) calendar days from the deadline stipulated in clause 5.
7. Price of Proposal
The Prices shall be quoted in Tajik Somoni or US Dollars.
All duties, taxes and other levies payable shall be shown separately and also included in the total price.
The rates quoted in the proposal shall be fixed for the duration of the contract and shall not be subject to adjustment on any account.
8. Duration of the works.
The proposal shall include the respective timeline for implementation of the works which shall not exceed 7 months
