GENERAL PROCUREMENT NOTICE
Pakistan, Afghanistan, Tajikistan and Kyrgyz Republic
Central Asia South Asia Electricity Transmission and Trade Project (CASA-1000)
Project ID No. P145054
The countries of Pakistan, Afghanistan, Tajikistan and Kyrgyz Republic intend to apply for financing in the amount of US$ 920 million equivalent from the World Bank and other financiers toward the cost of the CASA – 1000 Project and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project may be jointly financed by the Islamic Development Bank and other financiers.
The project will have following major procurement/consultancy packages:
(i) Supply, Design and Installation of Multi-terminal high voltage direct current (HVDC) Converter Stations in Pakistan, Afghanistan and Tajikistan with related O&M Services, associated with CASA 1000 Project consisting of:
A. Engineering, design, manufacturing, testing, supply, installation and commissioning of the following:
 1300 MW Convertor Station at Sangtuda in Tajikistan.
 300 MW Convertor Station at Kabul in Afghanistan
 1300 MW Convertor Station at Peshawar in Pakistan.
 Repeater Stations at required locations for communication link through OPGW
 Electrode Stations at Sangtuda, Kabul and Peshawar.
 AC line bays in the existing Sub Stations (S/S) mentioned below:
In Tajikistan
 One number ICT bay at New Sangtuda 500 kV SS
 Supply, installation and commissioning of one 3x 167 MVA 500kV/220kV Transformer at Sangtuda (New-HVDC Pooling point)
 500 kV line bay at Sangtuda(New HVDC Pooling point)
 220 kV Yard at New Sangtuda 500 kV SS
 One 220 kV line bay and one 220 kV transformer bay at New Sangtuda 500 kV SS
 One 220 kV line bay at existing 220 kV SS
In Afghanistan
 Two numbers 220 KV AC line bays at existing Kabul 220 kV SS
 Two numbers 220 kV line bays at Kabul (New HVDC Pooling point).
In Pakistan
 Two numbers 500 kV AC line bays at 500 kV Peshawar New SS for
accommodating LILO of 500 kV AC Tarbela Sheikh Muhammadi line.
B. Operation and Maintenance of the following for 15 years after successful commissioning:
a) Converter Stations , Repeater Stations and Electrode Stations at A above
b) Sangtuda – Kabul – Peshawar +/– 500 kV HVDC line (construction proposed under separate contract) .
c) Electrode lines and Electrode Stations at Tajikistan, Afghanistan and Pakistan.
(ii) A High Voltage Direct Current (HVDC) transmission system line with a capacity of 1,300 MW from Sangtuda to Peshawar via Kabul (750 kilometers)
(iii) A High Voltage Alternate Current (HVAC) 500 kV line from Datka to Khujand (477 kilometers to transfer the surplus power from the Kyrgyz Republic to Tajikistan; and the 500 kV line from Regar to Sangtuda to strengthen Tajikistan’s grid network.
(iv) Consultancy Services for Construction Supervision of HVDC line and Convertor Stations
(v) Constancy services for Construction Supervision of HVAC line in Kyrgyz Republic and Tajikistan
(vi) Technical Assistance for project implementing agencies in Pakistan, Afghanistan, Tajikistan and Kyrgyz Republic.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011.
Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business, Bank’s external website and project website (www.casa-1000.org).
Prequalification of contractors will be required for the following contracts Supply Design and Installation of Multi-terminal HVDC Converter Stations in Pakistan, Afghanistan and Tajikistan with related O&M Services, associated with CASA 1000 Project.
