INVITATION FOR BIDS (IFB)



Supply & Installation of Bi-Pole HVDC Converter Stations

in Pakistan and Tajikistan

associated with CASA 1000

(INTERNATIONAL COMPETITIVE BIDDING)

1.0 This invitation for bids follows the general procurement notice for this project that appeared in Development Business No: P145054 of November 11th, 2013 on-line and Bank’s external website. This re-invitation is based on revised configuration scope/qualification requirements after cancellation of earlier bidding process based on previous IFB of October 24th 2014.

The countries of Pakistan, Afghanistan, Tajikistan and Kyrgyz Republic together have decided to develop cross-border transmission interconnection amongst these four countries to facilitate transfer of surplus hydropower in the Kyrgyz Republic and Tajikistan in summer to energy deficit Pakistan and Afghanistan. The proposed CASA-1000 transmission infrastructure will transfer 1300 MW of power. The aforesaid countries have received/ a loan/credit from the International Development Association (IDA), EBRD, Department of International Development UK, USAID and other Banks toward the cost of the CASA 1000 Project

2.0 The aforesaid countries intend to apply part of the proceeds of loan from the above said credit/grant to payments under the contract for “Supply and Installation of Bi-Pole HVDC Converter Stations in Pakistan and Tajikistan associated with CASA 1000” (the Package). The IGC-CASA Secretariat, acting as the bid process coordinator for and on behalf of the Inter-Governmental Council (IGC) of the aforesaid countries, invites sealed bids from eligible bidders for the Package.

2.1 The scope of work covered under the Package is given below:

(i) Two completely operational converter stations at Sangtuda and Nowshera, with two associated ground electrode stations for the proposed HVDC transmission system. The capacity of the two converter stations shall be 1300 MW in Nowshera (Pakistan) and appropriate rating in Sangtuda. Both the converters shall be capable of operating as either rectifiers or inverters, so as to import or export power as needed. The evaluation of the bids shall be carried out based on the specified capacity of converter stations at Sangtuda and Nowshera. The connecting AC systems shall be 500kV, 50Hz in Tajikistan and Pakistan. The scope shall include the overall project management, studies, design, Engineering, training of Employer's personnel; manufacture, factory testing, supply of all items, delivery to the sites, unloading, storing, handling, and moving into final position, installation, testing, commissioning and placing into successful operation the HVDC System and the associated sub-stations;

(ii) Maintenance support service (Consultants) for converter stations with associated repeater stations and electrode stations at Sangtuda and Nowshera.

The above scope of work is indicative and the detailed scope of work is given in the Employer’s Requirement (Part-2) of bidding documents, which are available for inspection and sale as stated herein.

The completion period for the Subject Package is as follow:

42 months from date of Notification Of Award for overall project management, studies, design, Engineering, training of Employer's personnel; manufacture, factory testing, supply of all items, delivery to the sites, unloading, storing, handling, and moving into final position, installation, testing, commissioning and trial operation of converter stations at Sangtuda and Nowshera with two associated ground electrode stations and repeater stations for the proposed HVDC transmission system;

Bidding will be conducted through the international competitive bidding procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines.

4.0 The detailed Qualifying Requirements (QR) are given in the bidding document of the subject package. The Bidding Documents are in English with Russian translation (in case of any discrepancy the English version shall prevail). The complete bidding documents are available for free download on a password-protected electronic data room hosted by Imprima. Requests for access to the electronic data room should be sent to the following email address - Bidders@casa-1000.org – stating the name and address of party making the request. Interested bidders can download the bidding documents and commence preparation of bids to gain time. The clarifications and amendments if any will also be posted in the PDF format for free download in the same website.

5.0 Interested eligible bidders may obtain further information from IGC - CASA Secretariat (address given below). In case of any discrepancy between the documents downloaded by the prospective bidder and the Bid Documents (hard copy) of IGC, the latter shall prevail.

6.0 A pre-bid meeting is scheduled in Dubai on December 5-6,2016 details of exact time and venue would be intimated separately to answer questions which bidders may have about the exact scope of work, the extent of surveys and investigations and the basic data available and other issues raised in accordance with clause 7.4 of ITB.

7.0 A Two Stage Bidding Procedure will be adopted and will proceed as detailed in the Bidding Documents.

8.0 First Stage Bids should be submitted in sealed envelopes, delivered to the address below by February 6, 2017 and be clearly marked “First Stage Bid for Supply and Installation of Bi-Pole HVDC Converter Stations in Pakistan and Tajikistan associated with CASA 1000 Project”. Electronic submission of Bids is permitted for First Stage bids only. Late Bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below.

9.0 IGC reserves the right to cancel or withdraw this Invitation for Bid without assigning any reason and shall bear no liability whatsoever consequent upon such a decision.
