Contract No. and Title: ADB Grant 0417-TAJ/BT/ICB- Lot 2«Rehabilitation of Substation Rudaki, Extension of Substation Ayni and Construction of New 220 kV OHL between SS Ayni 220 kV and SS Rudaki.

1. "The Republic of Tajikistan has received financing (grant) from the Asian Development Bank (ADB) towards the cost of Wholesale Metering and Transmission Reinforcement Project. Part of this financing will be used for payments under the contract for Rehabilitation of Substation Rudaki, Extension of Substation Ayni and Constructionof new 220 kV OHL between SS Ayni 220 kV and SS Rudaki. Bidding is open to all bidders from eligible source countries of the ADB.
2. "The Company Open Joint Stock Company Barki Tojik (BT) (the “Employer") invites sealed bids from eligible bidders for the design-build of the Project:
“Wholesale Metering and Transmission Reinforcement”, that mainly includes: Rehabilitation/Extension of two 220 kV Substations and Erection of new 220 kV OHL between SS Rudaki and SS Ayni, including various 220 kV HV outdoor equipment, 125 MVA Autotransformers, related protection and control equipment, telecommunication equipment, supply of spare parts and special tools, etc. as well as the civil works, for detail design, manufacturing, delivery, installation, testing, commissioning, energizing works and services, and training complete in each respect at turnkey basis, as detailed and specified in the Bidding Documents".
3. International competitive bidding will be conducted in accordance with ADB’s Single-Stage: Two Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.
4. The main qualification criterion require, among others:
· Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last ten (10) years (from 2005 to 2014) in the field of HV substations prior to the bid submission deadline.
· Participation as contractor, management contractor, or subcontractor, in at least 3 contracts within the last ten (10) years (from 2005 to 2014), each with a value of at least United States Dollar twenty two million (US$ 22 million) that have been successfully or are substantially completed and that are similar to the proposed plant and services.
"This document summarizes a part of the requirements for information to the potential bidders. Bidders are requested to refer to the bidding documents for a full range of criteria prior to submitting a bid. If there is any discrepancies between this invitation for bid and the bidding documents, the bidding documents always prevail."

6. A complete set of documents, in the English language, may be purchased by interested eligible Bidders having the above required qualification, from 11 June 2015 onwards upon presentation of a written application to the above office and upon payment of a nonrefundable fee of US$ 500. The price includes one set of documents as hard copy and a soft copy recorded on CD. In the event of discrepancy between electronic and hard copies of the Bidding Documents, the hard copy shall prevail.

Late bids will be rejected.
The technical proposals will be opened at the same time as for the deadline for receipt of bids or promptly thereafter in the premises of the State Committee on Investments and State property Management of the Republic of Tajikistan, 27 Shotemur Street, Dushanbe, Zip Code 734025, Republic of Tajikistan in the presence of the Bidders’ representatives who choose to attend.
8. The Employer will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of their bids.
