Component 2: Provision of electricity service to target settlements in Khatlon region

The Republic of Tajikistan has applied for a grant financing from the World Bank toward the cost of the Rural Electrification Project, Component 2: Provision of electricity service to target settlements in Khatlon region, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Component 2: Provision of electricity service to target settlements in Khatlon region. In parts of Khatlon region of Tajikistan, bordering Afghanistan, there are 74 settlements with total population of 31,460 without access to electricity. The Component 2 of the project will be financing connection to the electricity distribution network of 74 settlements. The objective of the consulting services is to assist ESPMU/BT with procurement and administration of the Design, Supply and Installation contract in compliance with the World Bank policy and procedures under the project and technical supervision of connection of target settlements to BT’s electricity distribution network, including: (a) review of designs, (b) quality assurance and technical inspection of distribution system expansion and replacement (if necessary) works; (c) supervision of contractor’s compliance with technical and environmental and social (E&S) requirements of the Design, Supply and Installation Contract; (d) support with Contract management; (e) support with factory witness tests on materials and equipment, if necessary; and (f) assist ESMPU/BT to maintain proper coordination and communication with the World Bank and other stakeholders.

OSHC BT now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

· Experience of the firm (25 points)

· Core business and years in business (15 points)

· Technical and managerial capabilities (10 points)

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and October 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.
