Project Number 47017-003: Wholesale Metering and Transmission Reinforcement Project

Project

The Republic of Tajikistan has applied for a grant financing with the Asian Development Bank (ADB) for the implementation ofWholesale Metering and Transmission Reinforcement Project and intends to apply part of the proceeds of this grant to pay for consultingservices in project implementation period. The project consists of the following components:

(i) installation of approximately 1,100 wholesale meters and settlement system including approximately 1,100 current transformers (CTs) and 700 voltage transformers (VTs);

(ii) 95 kilometers (km) of new single circuit single conductor 220 kilovolt (kV) transmission line interconnecting Ayni and Rudaki substations with rated capacity of 320 mega-volt ampere (MVA);

Consulting services

The consultant will be responsible for preparing the conceptual report and assistance to the Executive Agency ("Barki Tajik" and SE "PMUES") in hiring two contractors for turnkey contracts, in accordance with ADB's Procurement Guidelines, including the preparation: planning project activities, tender documents for both components of the project, contract documents, bid evaluation reports , as well as in the implementation of procedures for the award of contracts, verification and approval of the dividend payment, and monitoring the progress of work on the project components.

Consultingservices will cover two periods – pre-construction and construction phases:

(i) During the pre-construction period, the Consultant shall consider the report of the existing feasibility study of the project, prepare a report of conceptual designing, develop tender documents for the components of the project, the organization of the tender process for hiring contractors. The consultant will assist the Executive Agency in the evaluation of bids and preparation of reports on the evaluation of bids and award of contract;

(ii) During the construction phase, the consultant will be responsible for: project management, contract administration, detailed design verification performed by contractors and oversee the work progress of the project components.

All consultants financed by the project will be selected and engaged to work in accordance with ADB's Guidelines on the Use of Consultants (2013), as per the quality-cost method of selection (QCBS) using weightage ratio of technical:financial (90:10).

Expression of Interest

International consulting companies from countries that are members of the ADB may submit relevant documents, which will be the basis for subsequent evaluation and a short list of participants. Expressions of interest should be given to the address below not later than "26" December 2014

Consulting companies must provide, together with its expression of interest in the information below:

(i) General consultative experience of the company;

(ii) Experience of project electrical substations and HV power lines;

(iii) Experience in the Central Asian region;

(iv) The annual turnover of the company for the last five years;

(v) Basic characteristics, the cost of advisory services, the volume of person-months, the location and type of advisory services in the framework of ongoing projects carried out;

(vi) Experience of the company (companies) in the electricity sector;

(vii) information about the permanent professional employees.

Invitation to submit full technical and price proposals (RFP) will be prepared for the companies included in the short list. OSHC "Barki Tajik" / SE "PMUES" reserve the right, without explanation, to include or not include in the short list of any or all of the companies that submitted their expressions of interest.
