1.1. Background of the Project and Scope
3. The Golovnaya 240-Megawatt Hydropower Plant Rehabilitation Project is expected to increase the availability of year-round clean power for domestic sales and for export. It will also help improve energy efficiency and reliability within the country, as well as the efficiency of regional energy resource utilization. Executing Agency for Project is the Open Joint Stock Company Barqi Tojik (BT). The Implementing Agency is the State Establishment “Project Management Unit for Electro-Energy Sector” (PMUES)
4. These will benefit the citizens in the form of increased gross domestic income, more employment opportunities, and better access to basic services. Improving the capacity of staff on stability and protection management operation will decrease system losses and enhance service provision, which will benefit end consumers.
5. Golovnaya 240 megawatt HPP rehabilitation project originally involved rehabilitation works within the HPP premises with no social and economic negative impact on local communities. But then some additional works were added as the following: (i) rehabilitation of Vose regional substation; (ii) construction of new Rudaki substation; (iii) construction of a new 110 kV transmission line of length of 10 km. These additions, under the name of Lot-2A, have a minor impact on the agricultural lands of communities in Jamoat Mirzovali Vaisov of Vose district. Therefore, a Land Acquisition and Resettlement Plan (LARP) was prepared and disclosed on ADB website in August 20201. The LARP was implemented between September-October 2020. Afterward in November 2020, the LARP implementation compliance report was prepared by PMU in assistance with the Project Implementation Consultants and submitted to ADB.
